Trouble in getting electricity back to certain section of house, after turning off/on all circuit breakers. Some circuit breakers may need replacing.

I would like to have a new complete box put in my garage. Our house was built in 1986 and we still have many of the original breakers. I think that this is causing the circuits to short out. Thank you in advance.
